Norco council adopts midyear budget adjustments, approves $317,000 in added expenditures

Joshua, the city finance presenter, told the council the city is on track overall and recommended modest midyear changes. "Overall, we are meeting our targets from originally adopted budgets," Joshua said while outlining proposed adjustments.

Joshua said the midyear package includes a $42,000 increase to general fund revenues and roughly $317,000 in additional general fund expenditures, with separate adjustments for Measure R (+$44,000), SB1 (+$6,100) and a $26,000 supplemental law-enforcement grant. He also said the water fund will absorb about $150,000 in project-related expenses and that the estimated year-end general fund balance is about $35.8 million, with approximately $21.3 million uncommitted.

Councilmembers pressed staff on specific items, including how Cal Fire personnel costs were reflected and whether contract-authority caps would be honored. Joshua said change orders above the standard 10% would return to council for approval and that some savings from vacancies were being reallocated to cover one-time costs.

After brief public-comment and follow-up exchanges, Councilmember Newton moved to receive and file the report and to adopt Resolution 2026-10 approving the recommended midyear amendments, with a specified amendment to the Public Works budget. The motion passed unanimously.

The adoption directs staff to implement the line-item adjustments described in the staff report and to return if any contract expenditures would exceed manager-authorized thresholds. The city will memorialize the approved changes in the adopted resolution.
