The Department of Public Services recommended awarding a contract to Bowman Consulting Group to perform a comprehensive traffic study for a defined area bounded by Thames, Memorial, Bellevue and adjoining streets. Councilors said the $199,600 price appeared high for an 11–13 street area, questioned whether cell‑phone data and winter counts would capture summer tourist traffic, and asked whether Ruggles Street and adjacent links should be included. Director of Public Services and the review panel explained the procurement used a master price agreement and a qualifications‑based selection; staff said negotiations reduced the initial price and that some in‑field counts would be augmented by vendor data sources.
Councilors expressed concern about funding and asked staff to identify specific appropriation sources (reserve amounts, contingency or reassigned CIP funds) before final approval. The council voted to continue the item to the second meeting in October so the administration could clarify funding, scope and timing and consult with the selected consultant on seasonality of counts; the continuance passed 5–0.
