The Barre Planning Board set a public hearing for a proposed subdivision of a 7.2-acre parcel at 0 and 13799 Wesley Road and classified the project as an unlisted action under SEQR, the board confirmed.
Chair (speaker 3) opened discussion on the board's first subdivision under the town's new zoning rules and asked the applicant to introduce the proposal. The applicant (speaker 1) said the lot would be split into two parcels, roughly 2.8 acres and 4.3 acres, and that "you're not proposing any building at this point". Staff noted the lot contains a wetland and that, because no construction is proposed, the applicant does not need to submit a new stormwater pollution prevention plan now.
A planning staff member (speaker 6) recommended the board waive the stormwater plan requirement for this minor subdivision: "I recommend waiving, but I think the board should vote on that. It is a minor subdivision, so we can let him know he doesn't need to, do any other plans than what was provided," the staff member said. Board members confirmed the proposed lot sizes comply with zoning and discussed procedural requirements including filing the survey map with the clerk's office.
The Chair read and moved a resolution classifying the action as an unlisted SEQR action and scheduling a public hearing for the board's May meeting. Staff told the board they will complete SEQR and decide whether to issue a negative or positive declaration at the next meeting, and that the applicant should prepare any additional documentation the board requests.
Next steps: the board will hold the public hearing in May, complete the SEQR review and then consider the subdivision permit at a subsequent meeting. The applicant and staff agreed to provide the final plats and any requested documents before that hearing.
