The Jerseyville City Council on May 13 approved an engineering services agreement with Bartlett & West Inc. to provide Phase 3 (construction-stage) engineering and inspection services for the Hollow Avenue Roadway Improvements Phase 2 project. Commissioner John Miles moved the measure; Commissioner Zachary Crawford seconded, and the motion carried unanimously.
Commissioner John Miles summarized the action as, "the next step for the City now that the bid letting has taken place last month, April 2025," and the paperwork includes required IDOT forms (BLR 05530, BC 775, BC 776) authorizing city officials and the Director of Public Works to sign construction documents. The council record notes Bartlett & West will serve as a third-party inspection firm and a tentative construction start is scheduled for June 2025.
The agreement formalizes oversight and inspection responsibilities during construction; the motion passed by roll call with all members voting yes. The council did not add new funding details in the minutes. The project remains subject to final construction scheduling and compliance with IDOT requirements.
