County approves utility and driveway easement across county land to serve landlocked parcel near Northeast Sedgwick County Park

The commission approved an agreement granting a utility and driveway easement across county‑owned property near Northeast Sedgwick County Park so a privately owned, landlocked parcel can be served with utilities and have a driveway meeting county service‑drive code.
Andrew Dilts, Director of Facilities, explained the county considered multiple alternatives — working with adjacent private owners and seeking a de minimis conversion on park encumbrances — but staff concluded a replacement easement across the existing access route best met the owner’s needs while minimizing impact to park property. The easement requires the private owner to construct and maintain the driveway and utilities; no party is required to pay the other. The board moved and unanimously authorized the chairman to sign and record the easement in the Register of Deeds.
Commissioners thanked staff and legal for exploring alternatives and noted the parcel owner’s need for access to build a home.
