Scott Whittle of the Planning Department summarized staff findings and noted the planning commission recommended approval; six protest petitions accounted for 9% of the protest area, below the 20% statutory threshold. Applicant agent Rebecca Milius said the developer plans duplex/two‑family units and anticipates annexation into the City of Wichita to extend utilities and sewer infrastructure.
Commissioners discussed density, buffering single‑family edges, and expressed concern that county zoning followed by city annexation can complicate process and expectations for neighboring property owners. Commissioner Bluebaugh supported the planning commission’s recommendation, stressing the need for affordable housing close to campus high school. The board voted to approve the zone change and authorized the resolution for publication.
