Project lighting designer Jordan Podwall described an approach he called an "intimate, low light" scheme: most landscape uplights are capped at 300 lumens and the majority of fixtures are dimmable, with only a few fixtures at code‑allowed uplight of 600 lumens. Podwall said fixtures are fully shielded and modeled conservatively; he estimated maximum spill of about 0.2 foot‑candles at sensitive edges.
Board members pressed the team to obtain NYSDOT review before finalizing a proposed crosswalk at Walcott and Beekman — the applicant said the crosswalk decision will be part of DOT permit review. Staff also requested clearer elevation call‑outs, consistent colored elevations versus renderings, and more explicit documentation of materials and screening for rooftop mechanicals before final action.
