Board signals desire for tighter downtown guidance, looser rules outside core

Board members said downtown development deserves a distinct set of expectations and suggested an overlay that would apply tighter materials, orientation and streetscape guidance in the core while allowing looser rules in other zones. One member noted topography can allow taller buildings in some locations (e.g., hills) and argued the code should reflect context-sensitive variance.
"I kinda see it the same way we do signage... treat downtown a little bit differently," one committee member said, arguing for an overlay approach that clarifies downtown priorities while preserving flexibility elsewhere. Members used examples (Lakemore, Hilton) to illustrate how grading and siting can change the visual relationship between buildings and the street.
The board directed staff to include a downtown-focused approach in the draft so members can evaluate where mandatory code changes are necessary and where advisory guidance is sufficient.
