Todd County approves multiple conditional use permits and a preliminary plat with conditions

The Todd County Board adopted Planning Commission findings and granted multiple Conditional Use Permits (CUPs) and a preliminary plat during its July 21 meeting. Approvals included sawmill operations, an assembly operation for delivered wood products, outdoor poly furniture retail and display, an addition to an existing sawmill structure, and the "Plat of Halves" preliminary plat. Each approval came with written conditions covering hours of operation (commonly 7:00 a.m. to 6:00 p.m. CST, Monday–Saturday), operation within permitted structures, limitations on outdoor storage adjacent to rights‑of‑way, and other permit and setback requirements.
A notable approval granted a CUP to expand an existing feedlot (parcel 070008801) from 1,997.4 animal units to 2,744 animal units. Conditions attached to that approval require the applicant to obtain NPDES permitting prior to issuance of land‑use permits; obtain Minnesota Department of Natural Resources water‑withdrawal permitting and provide verification to Todd County; maintain liquid manure storage capacity for at least 12 months before additional stocking; provide air quality exemption notices to the county before manure application events; and submit updated manure management plans, soil sampling and manure analysis records available to the county upon request. The board adopted these actions by unanimous vote.
Planning staff provided the July Planning Commission draft minutes and staff report for review prior to the motions. The approvals include several conditions that reference compliance with Todd County Planning and Zoning Ordinance Section 9.01B and other applicable federal, state, and local standards. The preliminary plat approval requires new accesses to be approved by the road authority before installation.
The board's actions leave open enforcement and permitting follow‑up by county staff and required state agency approvals where specified.
