The joint committee voted to adopt proposed rules of operation that set meeting cadence, packet timelines, staffing assignments and an emergency threshold for chair-level approvals. Director Tim Cummings described typical procedures — packets aimed to be posted by the Friday before meetings, presentations sometimes prepared close to meeting time, and invoices vetted by the OPM, architect and staff — and noted that the chair has historically had authority to approve change orders up to $50,000, while the director has ordinance authority to approve up to $10,000.
Cummings stressed that the library trustees retain legal authority over the plan and design and that the trustees should approve the design before the joint committee approves construction authorization. "This joint committee shouldn't approve it until the library board of trustees adopt it at one of their meetings," he said. Trustees and aldermen discussed language to clarify financial versus design approvals; afterward, the committee approved the rules of operation by voice vote.
