Committee members asked whether the courtyard/plaza adjacent to the library is part of the library project or a separate initiative. Alderman Johnson pressed for detail: the plaza, she said, has been in design for years and she wanted a clear accounting of funding and any deadlines tied to congressionally directed spending.
Tim Cummings and the design team said the plaza is a separate project with two funding sources and no direct impact on the library budget other than coordination to ensure utilities and drainage are compatible. "That particular project has been going on for a number of years... The funding for that has been secured," Cummings said, noting the city is coordinating with the community development department so both projects can move forward without imposing extra costs on the city.
Alderman Johnson requested a packet from community development showing funding sources, exact amounts and plans; the chair and director Cummings agreed to provide documentation at the committee's next meeting so aldermen can evaluate congressional funding timelines and any constraints tied to obligated appropriations.
