Bill Wood and others emphasized that past override efforts failed because the public did not get a clear picture of exactly what would be funded and how much it would cost. Members proposed steps including targeted messaging from affected departments (schools, public safety), examining senior exemptions to protect vulnerable households, and restoring regular forecasting to improve revenue estimates. Several members suggested a long-term fiscal planning committee as an alternative or complement to an override committee to improve revenue forecasting and public trust.
