Laurie said the reallocation moves certain building operating bills (electric, gas, rent) from the library’s expense budget into the town building budget and shifts state aid where appropriate. The transfer was presented as a way to meet the materials and staffing requirements the state uses for library certification: "This will allow that you know, it's there's a material cost and open hours cost. So this will solve the open hours and bring the library back to 6 days starting September," a committee member said, summarizing staff’s position.
Members asked whether the reallocation reduces library savings and whether the town can absorb any building-budget shortfall; staff said they expect to mitigate impacts and that the change increases the library’s ability to meet the state requirement. Committee members also discussed long-term sustainability and noted that one-time fixes leave the library vulnerable next year; several asked staff to consider restored positions, vacant-position savings, and other revenue options. The committee voted to recommend the reallocation to the full council; staff indicated they will report back and that the library director will complete required state reports.
