The board approved DR‑2026‑23, a design review to formalize a change of use to industrial/custom for an existing shop on East State Street, with site‑specific conditions to address parking, landscaping and a license agreement for improvements located within ACHD right‑of‑way.
Architect Walt Lindgren explained the project involves no additional building area but includes cladding, parking reconfiguration and sidewalk extensions to align with adjacent development. Lindgren said the team negotiated a proposed 25‑foot license agreement with ACHD to allow counting right‑of‑way landscaping toward site requirements and to extend parking where feasible. Planning staff confirmed the proposal would meet landscaping requirements if right‑of‑way plantings are included and recommended a condition requiring an executed ACHD license agreement prior to issuance of a zoning certificate.
The board discussed parking terminations by accessible stalls, landscape density in interior planters and fencing options to screen adjacent uses. The approval included a condition that the applicant provide an executed license agreement for landscaping located within the ACHD right‑of‑way prior to a zoning certificate and that any fencing design divergent from the submitted option be reviewed by staff and one board member.
