The City of Eagle Design Review Board voted to approve DR‑2026‑24, a proposed Black Rock Coffee Bar with a drive‑through on the 3900 block of West State Street, subject to a package of site‑specific conditions addressing materials, architectural details and site improvements. The board's decision follows a staff presentation that flagged several code and site‑condition items for the record.
Applicant Tony Pallotta, vice president of development for Black Rock Coffee Bar, told the board the project is "just under a 1,500 square foot building, 26 seats on the inside, and, at least 12 on the outside." He described a double‑to‑single drive‑through lane, 36 parking stalls achieved with shared parking arrangements and Tudor‑inspired elevations intended to match adjacent development. Planning staff recommended several conditions, including requiring construction of the shared drive aisle (or a cross‑access agreement) and limiting parking‑lot light poles to 20 feet where code allows 20 feet maximum.
Planning staff Emily Falco told the board the primary code concern was building materials facing the road: "Eagle City code 82A6B1K says that metal siding is prohibited on portions of the building facing a road," she said, but noted the code allows exceptions where the metal is architecturally compatible and well screened. The board agreed to defer color and materials decisions to staff review under conditions and approved metal siding for a rear enclosure on the grounds it will be screened by landscape.
Board conditions required the applicant to square the drive‑through column surrounds as shown on elevations, extend the east gable to interlock with the parapet by about 4–5 feet (reviewed by staff and one board member), extend vertical trim on the gable rake walls, and clarify inconsistent landscape callouts (river rock vs. concrete). The motion to approve was moved and seconded on the record and carried by vote.
The approval permits the applicant to proceed to the full submittal stage subject to the listed conditions; staff will review the specified design adjustments with an assigned board member before issuing final sign‑off.
