Amsterdam Free Library seeks lot‑line shift and addition; commission refers plans to county

Nicole, identified in the meeting as the library director, described two linked applications from the Amsterdam Free Library: a site‑plan approval for a multi‑story addition and a minor subdivision/lot‑line adjustment that would shift the rear property line roughly 30 feet to the west, increasing the library parcel by about 0.05 acres. Engineering consultant Mike Dusseld said the existing single‑story addition (about 1,750 sq ft) would be demolished and replaced by a larger footprint addition with a lower‑level exit to the west and new entry plaza connections to city parking.

Dusseld outlined accessibility and site features, including ramps, a site stair to existing parking and short bollard lighting along the entry ramp. Commissioners were told no variances were required if the lot line is adjusted, and staff said the team has coordinated with the State Historic Preservation Office and will follow the Secretary of the Interior's standards for preservation and massing. On funding, staff clarified construction to date has been paid with New York State construction grant money (phase 1 came in at $2,400,000) and that the library tax levy covers operations, not capital construction.

The commission went through SEQR questions, declared a negative declaration for the subdivision, and voted to send both applications to the Montgomery County Planning Board for review; staff indicated they will distribute full floor plans to commissioners by Monday for the county review packet.
