Applicant offers landscaping, color and monopole design to reduce tower visibility
Summary
Applicant and staff told the Ancram Planning Board the site plan includes mitigation — reduced height to 100 feet, monopole design, color selection, fencing slats and proposed planting of five 10–12 ft trees — and that those measures will be evaluated in FEAF Part 3 for their ability to reduce significant impacts.
During the Feb. 11 FEAF discussion, applicant representatives outlined the design and mitigation commitments they have placed on the site plan. Staff and the applicant noted the tower height was reduced from earlier proposals and the applicant said they will add landscaping and fencing slats to lessen visual prominence.
An applicant representative said the team would add “at least 5 trees, 10 to 12 feet starting planting” on the Route 22-facing side of the site. Nan and the planning consultant also noted the monopole shape, paint color choices and siting below road grade as design decisions intended to limit discordance. The board asked that those measures be documented in the record and evaluated in the Part 3 significance analysis.
Board members acknowledged mitigation reduces the magnitude of potential impacts but differed on whether the combined measures would reduce impacts below a significance threshold. Staff reminded the board that Part 3 analysis will evaluate whether the moderate-to-large effects identified in Part 2 can be mitigated below the level of significance.
