New Lisbon adopts Local Law #2 to prohibit accumulation of garbage and junk

The New Lisbon Town Board on Sept. 10 adopted Local Law #2 of 2024, "Prohibiting the Accumulation of Garbage and Junk," following a public hearing. The measure passed on a 5–0 vote (motion by Councilwoman Laura Curtis, second by Councilwoman Nancy Martin-Mathewson) and becomes effective upon filing with the New York State Secretary of State.
Supervisor Edward Lentz told the hearing the law grew from repeated complaints and limited outside enforcement resources, saying, "The purpose of the proposed law is to handle and clean up visible eyesores/safety hazards pertaining to garbage and junk which will help to maintain property values." Board members discussed whether hazardous waste should be included and agreed to consider that separately. The board also discussed enforcement options and community assistance ideas raised during public comment, and noted that vehicles are excluded because New York State law limits unregistered vehicles on a property. The board adopted the law by resolution and authorized the town clerk to file it with the Secretary of State.
