Keith Strickland of GMC told the council both efforts are master‑planning level and intended to produce visuals and budget numbers to guide future capital decisions. "These are gonna give you some budget numbers that you can use in setting your budgets for the coming years and making some decisions on the future capital projects," Strickland said, adding that if approved the teams would start immediately with an aggressive schedule and expected to finish in about three months.
Council members discussed timing and confirmed both proposals are planning exercises rather than detailed design contracts. Motions to authorize the mayor to execute the agreements passed by roll call. Council directed staff to coordinate schedules so consultants can begin outreach and information gathering quickly.
