Council accepts wastewater plant equipment project; holds final payment for 30 days

Scott, the staff presenter, said the work addressed several aging components — the screw pump, final clarifier, process piping and digester building — and added a nonpotable washdown system for the facility. "The construction side of this, the contract price was 1,585,000 and total is 1,529,000," he said, noting the project came in under the original estimate by roughly $45,000 because less steel was needed in the clarifier and the digester building was not painted.
Council members discussed the remaining punch-list items and the practice of holding final payment until those items are remedied. The motion to accept the project and hold the final payment for 30 days carried on a roll-call vote. The council also approved pay request No. 10 to Blaze Act Corporation for $13,775 related to the project.
Why it matters: accepting the project finalizes nearly all work on a multi-component capital improvement and triggers the 30-day retention period before the city issues the final contractor payment. Staff said the retention period provides time to verify and require corrective work on any outstanding items.
