Council amends work plan to add franchise fees, hears staff and engineer reports including upcoming retirement

Council reviewed the city's work plan and approved an amendment removing the utility-rate review from the near-term list and adding a study of franchise fees. City administrator Scott said franchise fees could tie to refuse-hauler regulation and electric franchise agreements and that the item would need a work-session to develop policy options.
During reports, staff reminded residents that early voting remains open and encouraged participation in the city's comprehensive-plan survey. City engineer Ron announced he plans to step away as Greenfield's city engineer effective Jan. 1, 2027 and will transition to part-time work for the city of Otsego; council members thanked Ron and said staff will introduce his replacement, Steve Haglund, in upcoming meetings.
