Staff said existing businesses would remain legal nonconforming uses and that the proposed landscaping standard would apply to future development. Commissioners asked about maintenance responsibility for required landscaping and sight‑line safety; staff said property owners would maintain the plantings and visibility triangles are addressed elsewhere in the code. Public commenter Arnie Deenoff urged keeping recreational uses permissible in industrial zones; he supported the appeals language. The commission moved to recommend the ordinance amendments to city council and the motion carried.
The recommended ordinance will be forwarded to the city council for a final vote.
