Steve Peterson told the commission that the city will need to settle on a finite number—"not a range"—for the environmental review. He said the planning and engineering teams expect to pin down final land‑use numbers and unit counts by June to begin an EIR in earnest. Peterson added that the applicant had described a construction cadence of about 300 homes per year as a normative build rate, but the city would seek clarity on whether any phasing or build‑rate limits should be required in approvals or the development agreement.
