Staff says Harvest infrastructure could cost about $125 million; city awarded $25 million for Parkway overpass

Contract planner Steve Peterson told the commission the applicants estimate roughly $125,000,000 would be required to build the project's backbone infrastructure, including roads, sewer and drinking water. "The applicants estimate that, it would involve an investment of approximately $125,000,000 to complete all of these things," Peterson said during the presentation.
Madeline Graff, the city's public information officer, told the commission the city recently won a $25,000,000 federal grant to complete the Parkway Overpass. Graff said the plan is to bid the overpass this summer, begin construction in the fall and complete the two‑year project in late 2027 or early 2028; staff noted that improvements that are funded and commence construction are often counted as existing for traffic analyses.
