Council renews employment agreements for four senior staff, including city manager amendment

The Dixon City Council approved employment agreements for four senior city employees during its Dec. 17 meeting.
Staff presented three new three‑year contracts for finance director Kate Zawatski, police chief Robert Thompson and community development director Raffy Baloyan that include negotiated base salaries beginning May 3, 2025, annual 3% cost‑of‑living adjustments and modest increases to vacation accruals and deferred compensation matches. For example, the finance director contract included a starting annual salary of $205,054.32.
Council also approved a second amendment to City Manager Jim Lindley’s employment agreement that removes automatic renewal and sets the contract to expire Dec. 31, 2026, while requiring Lindley to assist with recruiting and onboarding a successor and limiting salary increases to annual COLAs. The city manager and councilmembers discussed continuity and transition planning; one councilmember voted against the city manager amendment while the other three measures passed unanimously.
Councilors thanked staff for their service and noted the contracts support retention and continuity as the city advances major capital and operational projects. Each agreement was approved by separate roll‑call votes.
