County adopts uniform 35% sur-and-wheel split in updated bridge interlocal agreements

Allen County Highway Engineer Wendy Reust and Michelle Hogan described updated interlocal agreements with municipalities that standardize a flat 35% collection of each municipality's sur-and-wheel tax for county-provided bridge maintenance, construction and reconstruction.
"All municipalities within Allen County are responsible for maintaining their own bridges unless they have an interlocal agreement with Allen County," Reust said, and staff explained the change from project-by-project dollar estimates to a flat-percentage approach is intended to accommodate annexations and variable federal funding.
Councilman Fries moved to approve the updated agreements; the Council approved the motion by voice vote (4-0-3). Officials said most municipalities have already passed the agreements and the remaining four will be considered soon by local councils.
