The advisory committee agreed to clarify the sequence for reserve-fund transfer requests to improve efficiency and reduce wasted staff time. Larry (committee member) proposed that the town administrator be required to identify other possible funding sources before the advisory receives a request; only when no other sources are available should the administrator forward the request with supporting documentation to advisory.
Committee members discussed where in the document to place that requirement and suggested reordering the numbered steps so the administrator’s review is early in the sequence. The group also agreed that, following an affirmative advisory vote, a signed form should be sent to the town administrator for distribution rather than placing administrative burden on committee members.
