How to sign up for Census geographic programs, and who can access Title 13 data

During a question-and-answer segment, Census staff answered common partner questions about signing up, data access and accessibility. Michael Reedman said the Bureau typically reaches out to eligible governments and explained that if a jurisdiction believes it should have received an invitation it can email geo.outreach@census.gov to request assistance. "If you send us an email there, we can put you in touch with the right party," he said.
On LUCA forms and confidentiality, Reedman said nondisclosure and other LUCA forms can be signed and submitted within the partner portal; Maria confirmed GUPS Web will provide controlled access to Title 13 address-list data during the prep phase and deferred full Title 13 policy details to an address-focused presenter. On accessibility, Reedman and Maria said both the partner portal and GUPS Web are being tested with 508-compliance reviewers and that accessibility is an active design requirement.
