Census outlines geographic partnership programs, stresses role in federal funding distribution

Michael Arthur, a geographer with the U.S. Census Bureau, said the Bureau’s geographic partnership programs guide how legal and statistical boundaries and addresses are collected and maintained ahead of the 2030 Census. "From congressional districts to census blocks to incorporated places to addresses, the Census Bureau tabulates data for a wide variety of geographic entities of all shapes and sizes," he said.

Arthur described the basic data life cycle: partners review Census products, submit updates, and the Bureau ingests and publishes those updates so datasets remain current for legal, statistical and administrative uses. He said the Boundary Annexation Survey (BAS) lets tribal, state and local governments report annexations, incorporations, name changes and spatial adjustments, which feed into housing and population estimates used for planning and funding decisions. "These addresses are the foundation of essential Census Bureau programs," Arthur said.

Arthur highlighted the fiscal stakes in participation: updates inform programs such as the American Community Survey and the Population Estimates Program, which help allocate federal funding. He cited two illustrative figures discussed in the session: the Bureau maintains more than 148,000,000 addresses nationwide, and the boundary and population data underpin trillions in federal allocations.

The presentation listed key recurring programs — BAS (annual), the School District Review Program (SDRP), LUCA for the 2030 Census, the new construction program, and the Participant Statistical Areas Program (PSAP) — and emphasized the timing through the decade as partner involvement increases ahead of 2030. Arthur said partners should consult program pages and the partner portal for schedules and materials.
