Council reviews proposed engineering/design standards manual to modernize local code

Consultant Rep Rosengarten of the Manikin and Smith Group presented a draft engineering/design standards manual intended to modernize Plain City's technical standards and streamline administration.
Rosengarten said the manual moves frequently changing technical material out of ordinance text and into an administrative manual that will reference the most recent edition of cited standards. "We're using material specifications that are updated as of 2023," Rosengarten said, and explained the change would allow the village staff to update technical guidance without a formal ordinance amendment each time a standard evolves.
The proposed manual narrows the village's direct code purview to stormwater management and roadway management (areas the village still administers) while allowing staff to consider alternative construction materials and approaches that are commonly used in the region. Council members asked about review processes, involvement of fire district and village engineers, and how certain references would be kept current; Rosengarten said the manual would be administratively updated and still come before council as needed for policy changes.
Council generally expressed support for a more nimble approach while emphasizing transparency and appropriate checks by staff and council in cases that warrant review.
