Plain City outlines new exterior property‑maintenance code, enforcement and support programs

Plain City staff presented a proposed exterior property‑maintenance code that would expand the village's ability to address tall grass, rubbish, inoperable vehicles, peeling paint and other exterior deterioration and explained a package of support programs to accompany enforcement.

The presenter said the draft is intended to be a base exterior property‑maintenance code and emphasized education and supportive programs alongside enforcement: "We're gonna... start budgeting for the tool lending program" and staff described volunteer cleanup events and partnerships with local hardware stores and developers to provide labor and supplies.

On enforcement, staff explained the penalties and legal process to the council, noting some offenses would be classified as misdemeanors. "So, these are classified as, misdemeanors," the presenter said, and later cautioned about the court consequences: "If you skip your court case, a bench work is issued for you, and you will be arrested." Staff said the village should time adoption of the code with hiring a code inspector to ensure the village can enforce any new obligations.

Council members asked about resources for low‑income homeowners and whether grant programs exist; staff said federal CDBG rehab grants typically target low‑to‑moderate income areas and Plain City does not meet those thresholds, so the village would need to rely on volunteer programs, partnerships and targeted assistance where possible.

Next steps: staff recommended further public education, piloted community work days and coordinating timing of code adoption with the hiring of an enforcement inspector and communications outreach.
