Torrance County approves one-month extension of ICE facility contract despite legal warnings

The Torrance County Board of Commissioners voted 3-0 April 2 to approve a one-month modification that extends the county's Intergovernmental Services Agreement with the U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE) through April 30, 2026. Chairman Ryan Schwebach moved for approval; Commissioner Kevin McCall seconded. The roll-call vote recorded Schwebach, McCall and Vice-Chair Linda Jaramillo in favor.
County Manager Jordan Barela told commissioners the modification would extend the current period of performance from March 31 to April 30, 2026, incorporate a new federal wage determination effective April 1, 2026, and reflect an updated collective bargaining agreement for facility employees.
