Village staff presented a consultant speed-zone study for State Route 161 (Main Street) and explained that ODOT, as the state highway authority, must review and concur before any posted limits change. "The study ... recommends maintaining existed posted speed limits between Guy Street and Jackson Boulevard, reducing the speed limit to 40 miles per hour from Jackson Boulevard to Butler Avenue, implementing westbound 40 miles per hour west of the Pleasant Valley Boulevard roundabout, retaining the downtown's 25 mile per hour speed limit," the staff presentation said.
Staff emphasized that the village will request ODOT's review and concurrence and then replace signage if ODOT approves. Council members expressed a preference to ask ODOT to standardize the transition zone by making it 35 mph in places where the corridor now changes rapidly between 55, 50 and 35 mph. Council discussed pedestrian activity downtown, roundabout approaches, school/trail crossings and the perception versus measured speeds; staff noted the study's data indicate most drivers are at or below 35 mph in many segments, but council agreed to pursue the 35 mph lobbying option for the transition areas.
No formal ordinance was adopted; next steps are for staff to submit the study to ODOT for review and to report back to council with ODOT's determination and signage plans.
