A board member raised that the neighboring Town of Westerlo is entering a nonreferral memorandum of understanding (MOU) with the Albany County Planning Board, which would allow certain minor site-plan and zoning items to be handled locally without county review. "Westerlo, obviously, our neighboring municipality is entering into a nonreferral agreement with the Albany County Planning Board," the member said, and suggested the town board be asked to consider a similar MOU to keep local projects on schedule.
Members noted the MOU typically applies to items such as minor site plans, change of tenant use, signs, fences and certain area variances; they agreed it would be appropriate to draft an email to the town board and offer to take the lead on outreach. Staff and legal/regulatory considerations were discussed, and the board agreed to pursue contact with the town supervisor and to draft a letter or email for the town board's consideration.
