USDA Rural Development described using Census and ACS data to identify rural census tracts that could be recommended for Opportunity Zone 2.0 consideration. Julia Cho said her team created internal mapping tools that combine median family income and poverty rates with rural designations to highlight tracts the agency believes merit inclusion.
Cho emphasized that Opportunity Zone 2.0 selections are made by the Commerce Department and had not been published at the time of the forum. She said USDA provided the mapping recommendations internally to state office directors so they could advise state Commerce officials on potential rural tracts for inclusion.
