At its April meeting the Peekskill Zoning Board of Appeals voted to consent to the Peekskill Planning Commission acting as lead agency under the State Environmental Quality Review Act (SEQRA) for an application that proposes renovating the first floor of an existing building at 614 South Street into a light mechanic/minor auto-repair facility, with possible upstairs residential units and small retail space and a consolidated parking lot from two adjacent vacant parcels.
Chair (S1) read the application details into the record, listing the applicant as ARQ Architecture, PC (George B. Hernandez, registered architect) and the owner as listed on the application as "Yorgari's LLC." Carol, a staff member, told the board the Planning Commission proposed to take the lead because "they are going to provide the most comprehensive review of the project," and reminded members that the ZBA would remain an involved agency and continue to receive notices and review materials.
The board's consent means the Planning Commission will manage the coordinated SEQRA review and prepare any environmental findings; the ZBA's later role will be limited to its statutory land-use decisions (for example, review of any parking variance tied to the proposal) after the Planning Commission completes its determination. The application packet provided a short environmental assessment form, a location map and concept plans; the applicant indicated intent to consolidate two adjacent lots for off-street parking.
The motion consenting to the Planning Commission as lead agency was made by the Chair and approved by voice vote. The ZBA did not take a separate position on site plan approval or the parking variance at this meeting; those steps were described as the Planning Commission's responsibility during the coordinated review.
