Payroll clerk Riley McGhee warns of training gaps and county liability

Riley McGhee, a payroll and election clerk in the County Clerk and Recorder’s office, told the DeWitt County Finance Committee on March 16 that she has not been trained to perform full payroll duties and has never entered payroll since she was hired.
“I have never been completely trained on payroll,” McGhee said, reading a prepared statement for the record. McGhee told the committee she was trained only on onboarding new hires and validating payroll submissions with the administration office and that no one in the Clerk’s office has provided full payroll training. She said the two women who served as payroll clerks before her also lacked complete payroll training and expressed concern that the practice leaves the county vulnerable if key tasks are held by a single trained individual.
A former payroll clerk, Mary Anne Shanholtz, told the committee she was also not trained to perform a complete payroll, and said duties she had learned were later taken from her before she transferred out of the clerk’s office. McGhee urged the committee to examine staff development and the office culture that limits cross-training.
No formal action was recorded at the meeting to change training procedures; McGhee’s statement was entered into the record for committee consideration. Committee members did not vote on a specific corrective step during the March meeting.
