City to hire designers for Lorraine Road short-term improvements with $3M in federal and local funds

Megan Otter presented Ordinance 26-26 to authorize requests for proposals for design services for the Lorraine Road project, saying the city has "$1,400,000 in CMAQ funding... and $1,800,000 in urban paving money," and that combined funding will support lighting and paving work plus a review of sewers by other consultants.
Otter said American StructurePoint prepared a preliminary engineering study that will be presented to council on June 8; the study includes short‑term and long‑term options. Councilwoman Mann and other members pressed for clarity on phasing, what changes would look like in the travel lanes and curbs, funding timing and how lessons from nearby projects (Center Ridge / Rocky River) could shorten construction impacts. The ordinance was placed on second reading and returned to committee for the June 8 presentation.
