Board holds first reading of sewer-rate ordinance; public hearing set for Sept. 2

Staff presented a first reading of an updated sewer-rate ordinance that would reflect inflationary increases and higher operating costs. Staff said the last rate increase occurred in 2021 and that the draft results in approximately an 11% increase for most customers, with surcharge categories for higher-strength users (kennels, restaurants, schools with kitchens, and worship centers with kitchens) that could see about a 20% surcharge. Staff explained the surcharge is tied to BOD/TSS exceedance and noted the surcharge threshold is anything above 2.50 for both.
District counsel advised the board that the ordinance process and the advertised first reading satisfy the legal standard for just and equitable rates and recommended the board proceed with publication. The board agreed to publish per normal ordinance publication procedures and to hold a public hearing at the September meeting (the board discussed holding the hearing on Sept. 2 at 5:30 p.m.). Several board members confirmed availability for that date and staff said they would publish and bring the matter back for the public hearing and vote.
