Staff proposes 13 position eliminations; building fund shortfall cited

Staff provided a breakdown: four positions from the building department, one CRA director position, one grant administrator in public services (with duties contracted for $25,000 annually), a 0.33 marketing position, three fire inspectors (cut from six to three because of reduced inspections), and three vacant BSO positions that will not be filled. “The reason those are being eliminated is because of the activity that’s coming into the department—low activity, minimal development applications,” the city manager said.
Deputy Director Trinca said the building fund is an enterprise fund that must sustain itself; she reported a $4,000,000 expected reduction in building‑fund collections (a ~67% decline reported during the workshop) and emphasized that many of the proposed eliminations are tied to current workload rather than permanent layoffs. Staff emphasized the cuts are reversible if revenues increase and recommended scaling services via contractual flexibility where feasible.
Commissioners pressed for assurance that service levels would not suffer and asked staff to identify which cuts are precautionary and which are permanent; managers said they would provide that clarification when the commission reviews final budget documents.
