Henry County committee enacts 12-month moratorium on carbon dioxide sequestration projects

On June 9, 2026 the Henry County Planning & Development Committee voted to impose a temporary 12-month moratorium on new carbon dioxide (CO2) sequestration projects while the county studies scientific research, regulatory frameworks and potential environmental and public-safety risks. Marshall Jones moved to approve the moratorium and Joseph Garrity seconded; the motion carried with all members present voting in favor.
The Department described a need for additional data, information and modeling to formulate appropriate safeguards and regulations in light of the Safe CCS Act and local concerns about groundwater protection, potential leakage, impacts to agricultural land, long-term liability, and emergency response preparedness. The resolution language preserves the status quo for 12 months or until further action by the County Board.
