Construction manager updates Bay Village fire station renovation; transformer relocation delays west addition

Scott Wagner, construction manager with Regency Construction Services, gave a progress briefing on the city's fire-station renovation during the committee meeting on May 18. He described completed phase-1 moves (temporary chief and duty-officer spaces) and detailed ongoing work on the south administrative renovation and a two-story west addition. Wagner said crews encountered unmarked underground conduits and utility conflicts near Wolf Road that required redesign of a water vault and delayed the transformer relocation, which sits on the project's critical path.
Wagner explained the change-management workflow for the project, including RFIs logged in Procore, architect bulletins and subcontractor cost proposals that lead to formal change orders. "We have 1 change order to date of '27 or $21,560.05 96," Wagner said in the presentation. He also told council that "we have the owner contingency included in our guaranteed maximum price of the $479,000 and change," indicating a contingency remains to cover unforeseen work identified during demolition and structural reinforcement.
City staff and council members pressed on schedule and safety. Wagner said the West addition's delay has pushed part of the critical path but that the South addition remains on track; the plan is to sequence apparatus-bay renovations through the summer and to have the addition work move into late summer with interior turnover phases following. Staff reminded residents that the construction zone near Kahuna Park requires signage and temporary path detours to keep pedestrians and emergency vehicle access safe. The council acknowledged the update and intends to review the project again in early fall.
