When a member of the public asked what hours qualify as 'nighttime,' Matt clarified the higher rate applies "from midnight to 5." The council closed the hearing with no public speakers and later approved the posting of the proposed amendments; the subsequent resolution authorizing the clerk to post notice (resolution j17) passed with one recorded abstention.
