The City of Peekskill on May 12 authorized up to $3,276,000 in serial bonds to purchase vehicles, equipment and complete small capital projects.
Councilman Douglas moved the resolution (j3), which passed unanimously. In public comment, Arnie Paglia and Derek Dowd pressed officials for more public input on bond‑funded projects and asked for clarity on total debt exposure as the city pursues multiple bonds. Derek/ Garrett Dowd asked whether multiple listed capital expenditures were distinct or duplicative and requested a clearer total of anticipated debt.
City Manager Matt responded to those concerns, clarifying that "the $3,200,000 bond for tonight does not include anything for momentum. That is just for vehicles and equipment that would get added to $2,800,000" from a prior 2022 bond. He said staff will continue discussions about the broader momentum projects and bring more detailed capital plans back to council.
The vote authorizes staff to proceed on the bond issuance for vehicles and small projects; additional approvals will be required for other capital packages. Public commenters asked staff to provide a consolidated accounting of anticipated debt and to increase opportunities for public input.
