Peekskill schedules public hearing May 27 on new "best value" procurement policy

The City of Peekskill will hold a public hearing May 27 on a proposed overhaul of its procurement code to introduce a "best value" policy, city staff said.
Eric, the attorney/staff member assigned to the procurement project, told the council: "You have a resolution setting a public hearing basically repealing the existing chapter 106 and creating a new chapter..." He said a draft procurement policy will be presented to council and staff are working on a more restrictive exception to the bidding requirements for department heads.
Public commenters urged greater transparency about what will be repealed. Elena Walker (speaker 17) asked: "Are you gonna put forth what 106 is so that most of us who can't search through all these internet actually know what 106 is that is being repealed?" Council members said staff will circulate the draft and hold outreach before the hearing.
The council voted to schedule the May 27 public hearing. Staff said they expect to present a full draft at the next committee meeting and to discuss the exception language and other council questions in follow‑up sessions.
