Planning staff told the council they selected BFJ Planning for the waterfront Transit-Oriented Development (TOD) GEIS consultant and Partners in Public Design for the public‑realm vision plan. BFJ’s scope includes traffic collection and a parking management plan; the recommended not‑to‑exceed fee for the GEIS work is $120,000 and would be funded by developers following conditional dispositions, staff said.
Staff said Partners in Public Design submitted the highest-quality engagement scope for a base fee of $20,000 (not‑to‑exceed $30,000 if optional items are included). The team will lead streetscape concepts and a plaza design and will undertake summer public-engagement events. Staff also announced May 10 in‑person outreach at the train station and Brown Plaza and online surveys (logo/branding and the Civic Hub/Connectivity Project) and asked councilors to encourage public participation.
