Board approves CIP cleanup adjustments and appropriations; staff cites $11.2M estimated CIP fund balance

Staff and consultant Craig Meadows (Berkeley Group) briefed the supervisors on a reconciliation of capital improvement project accounts and corrective appropriations.
Meadows explained staff identified $4,403,398 in active CIP projects and reconciled those against a beginning FY26 CIP fund balance of $12,524,006. "As we did that... you should have approximately 11,200,000 available for appropriation in future years," Meadows said. The board approved three appropriation adjustments for county broadband and radio-system upgrade items; staff presented a combined total for the three items of $930,562.76 and the motion carried.
Supervisors pressed for clearer reporting going forward: a quarterly CIP status report with columns for origination year, last-reported status and current status, and a clearer flag for any projects with no budget line still showing expenditures.
