Harvey County approves purchase of new Ford F-550 for Road & Bridge

Jim Meier, Road & Bridge Superintendent, told the board the county’s 2016 F-550 — which has a customized utility bed used for sign maintenance and other operations — has extensive mechanical problems including cylinder and valve wear that made repair impractical. Allan Libel, Road & Bridge mechanic, outlined the mechanical issues and confirmed the existing utility bed will be transferred to the new chassis.
Meier said the replacement had been scheduled in the department’s 2026 Capital Improvement Plan but that sufficient funds were available in the 2025 budget because asphalt patching ran under budget by $136,908. The dealer quote in the packet shows an $8,146 trade-in allowance on the existing truck (VIN 1fd0x5hyxgea50352, mileage 177,993). The purchase agreement in the packet lists a retail price of $69,605 and a sales price of $65,616 before allowances, with the final county cost recorded as $56,775.
Commissioner Terry Scott moved to waive the Purchasing Policy and accept the quote from Rusty Eck Ford; Commissioner Becky Reimer seconded. The motion passed with all three commissioners present voting yes.
The board authorized staff to sign the purchase documents and directed that the existing utility bed be moved to the new chassis as planned.
