The motion carried 4–1, with Commissioners Mike Arzy, Christi Haswell, Nick Siddle, and Lonnie Wright in favor and Commissioner Holly Jennings opposed. Commissioner Jennings said she supported the Big Horn study in principle but preferred to consider it separately when it returned before the board. The board approved the BOCC budget (except Salaries and Benefits) in a separate 4–1 vote and deferred decisions about salaries.
