Manitowoc County to stop village snow plowing; Whitelaw to seek new winter services

Board members said they have reached out to neighboring municipalities without success and discussed next steps: issuing a request for proposals, setting service expectations for a contractor, or potentially purchasing village equipment and hiring seasonal operators.
Trustees did not vote on a procurement path at the meeting; the committee will gather bids, cost estimates and timelines and return recommendations at a future meeting. The issue presents a near-term operational requirement for winter preparedness and budget planning.
